CMI Level 7 Assignment Examples: Annotated Structure of a Strategic Paper

This guide shows what a CMI Level 7 assignment contains and how an assessor reads it. It is an annotated structure, not a student’s text: each section is explained with its purpose, a word budget, and the evidence the assessor looks for. The worked outline uses Unit 701 Strategic Leadership, the most requested Level 7 unit. The same anatomy applies to the other Level 7 units.

Level 7 assignments are strategic papers of 5,000 to 6,500 words per unit, written at Master’s level and supported by 15 to 20 sources with a strong peer-reviewed emphasis. Training providers set their own word counts and formats, so always check the assessment criteria and word count in your own assignment brief.

What a CMI Level 7 Assignment Looks Like

FeatureLevel 7 expectation
FormatStrategic paper: strategic analysis, options evaluation, and a strategic recommendation with governance implications
ScopeThe organisation, the sector, or the board. Not a team or department
Word count5,000 to 6,500 words per unit. Units 712 and 713 extend to 8,000 to 12,000 words
Sources15 to 20, with peer-reviewed research and empirical studies. Textbooks alone are not enough
Defining command verbCritically Analyse, with Justify and strategy development tasks in some units
RecommendationsTwo or three, at organisational or board level, with governance implications. Not SMART operational actions

A Level 7 paper is not a Level 5 management report written at greater length. It changes the scope of the question, the standard of evidence, and the way the argument is built. See the CMI Level 5 vs Level 7 comparison for the five differences in detail.

Annotated Structure of a CMI Level 7 Strategic Paper (Unit 701)

The table below gives a suggested word budget for a 6,000-word paper. Adjust it to the word count in your brief. If your provider excludes the executive summary from the count, add it on top.

SectionWordsWhat the assessor looks for
Executive summary350A standalone summary at board-briefing level, written last, stating the strategic position and the recommendations
Introduction350The organisation or sector, the strategic challenge, the aims and the scope. Strategic scope is set from the first page
AC1: Strategic leadership and organisational performance1,100Strategic leadership separated from operational management (upper echelons theory), with empirical evidence of the performance effect, not opinion
AC2: Strategic leadership styles2,300At least four frameworks, each decomposed, tested against evidence, limited, and placed in dialogue with the others. The section ends in an original defended position
AC3: Culture, values and ethics1,000An Evaluate response using Schein’s culture model, an ethical leadership framework, and governance accountability. It needs real space, not leftover words
Conclusion300A synthesis with no new information, committing to a position
Strategic recommendations600Two or three recommendations at organisational or board level, with governance implications
BibliographyNot counted15 to 20 Harvard references with a peer-reviewed emphasis

AC2 carries the most weight, which is why it takes about 2,300 of the 6,000 words. With four frameworks, that is roughly 575 words each, so every framework has to earn its space.

How Critically Analyse Works Inside Each Section

Critically Analyse is the highest command verb in the CMI framework. In AC2, each framework follows the same six-step pattern before the section moves to its overall position.

  1. Decompose the framework. State its components and how they relate, in strategic terms, not as a definition.
  2. Present the evidence base. Cite empirical studies across sectors and contexts, not only the original authors.
  3. Name the assumptions and limits. Identify what the framework takes for granted and where it stops explaining.
  4. Bring in a competing view. Set a scholar who challenges the framework against one who defends it, and take a position on the disagreement.
  5. Apply it to the defined organisation. Show what the framework explains, and fails to explain, in this context.
  6. Write an interim judgement. One short, argued claim that the next framework can be compared against.

After the fourth framework, the section synthesises the interim judgements into one defended strategic position. That position is what moves a response from Merit towards Distinction.

Weaker and Stronger Approaches at Level 7

Weaker approachStronger approach
Applies criteria and reaches a conclusion. This is Evaluate, not Critically AnalyseEngages limitations and competing research, then synthesises an original position
Cites management textbooksCites peer-reviewed empirical research and engages with studies that qualify the dominant frameworks
Analyses leadership at team or department levelKeeps organisational or sector scope in every example, application and recommendation
Ends with a summary of what the theories sayEnds with a defended strategic position
Gives AC3 one or two paragraphs after AC2 uses the word countBudgets about a sixth of the paper for AC3 before writing starts

These patterns are the most common reasons Level 7 assignments are referred. The CMI command verbs guide shows how the verbs change in depth from Level 3 to Level 7.

Merit and Distinction at Level 7

At Merit, all three Assessment Criteria are met at the right command verb depth. AC1 Critically Analyses the performance effect of strategic leadership with peer-reviewed evidence. AC2 Critically Analyses at least four models and names the limits of each. AC3 Evaluates the link between leadership and culture using Schein and an ethical framework. The paper cites 15 or more peer-reviewed sources and its recommendations sit at organisational scope.

At Distinction, the response does all of that and also:

Using This Structure for Other Level 7 Units

The same anatomy applies across the diploma: a standalone executive summary, a scoped introduction, one section per Assessment Criterion, a synthesising conclusion, and board-level recommendations. What changes is the subject matter and, in some units, the task. Units that ask you to develop a strategy, such as CMI 704 Developing Organisational Strategy, add a strategy-development task to the analytical one, so check the task structure in your brief.

FAQ: CMI Level 7 Assignment Examples

What does a CMI Level 7 assignment look like? A strategic paper of 5,000 to 6,500 words per unit, with an executive summary, an introduction, one section per Assessment Criterion, a conclusion, board-level recommendations and a bibliography of 15 to 20 sources. The scope is the organisation, the sector or the board.

How is Critically Analyse different from Evaluate at Level 7? Evaluate applies criteria and reaches a judgement. Critically Analyse also decomposes the concept, tests it against empirical evidence, names the limits and assumptions of each framework, engages competing research, and synthesises an original position.

How many sources does a Level 7 assignment need? Fifteen to twenty per unit, with an emphasis on peer-reviewed research and empirical studies. A bibliography made up of textbooks signals Level 5 engagement.

How should I split the word count at Level 7? A common split for a 6,000-word paper is about 350 words each for the executive summary and introduction, 1,100 for AC1, 2,300 for AC2, 1,000 for AC3, 300 for the conclusion and 600 for recommendations. Adjust it to your brief.
